"There are a number of things not specifically set forth in the rules that are covered by custom and tradition only. For example, everybody knows that in case of doubt on a line call your opponent gets the benefit of the doubt, but can you find that in the rules? Further, custom dictates the standard procedures that players will use in reaching decisions. These, then, plus some other similar ones, are the reasons why we need a code, the essential elements of which are set forth here."
